James Draves says the City of Milwaukee is either understaffed or incompetent in its snow removal effort after the latest major storm of the winter season. Instead of relying on the city, Draves takes matters into his own hands and shovels snow away from curbs and sidewalks in his Clarke Square neighborhood.
