In 1976, Judge John W. Reynolds ruled that the Milwaukee Public Schools Board of Directors had implemented policies, since at least 1950, that intentionally maintained racially segregated schools. Larry Hicks, who attended 20th Street School in the early 60s, tells of one such experience.
